Take a look at this image:

I was just going through some folders when I noticed that these (and several
others on various locations) folders are not accessible also the dates and
names seem to be wrong, look like Win. XP folders. The date and time I've
pointed out is the date I installed Vista x64, so could these folders have
been left on the HDD from XP. I used Seagate's SeaTools to format the drive
so this is a clean installation (at least I thought it was until a few
minutes ago). So what do you think, is it safe to remove them?

No, you must not delete them. They are not real folders, but are junctions
that point legacy applications to the correct new locations in Vista. They
are there for application compatibility reasons, and are part of Vista.
