Latest security update (cumulative patch to IE, date 10-3-03) crashed my browser

I downloaded the latest Critical Update on the Microsoft
Update site, KB828750 (Cummulative Patch for IE) and
KB828026 (Security Update for Windows Media Player) on 10-
6-03. When I rebooted, any link I clicked on IE opened up
a new window at my home page. Any link I clicked on the
MSN browser did the same. Only by right clicking on a link
and asking to open a new window could I pursue a link. In
addition, anytime I focused on a window, a new link would
open. If I maximized a window, my browser page reformated
to a strange style that I never saw before. Finally, my
mouse quit working correctly on my desktop. So, I used
System Restore, and my computer worked normally. So, what
do I do now? Should I try and install the security update
again? Has anyone else had this problem. I can't notifiy
Microsoft, they say my Win XP is OEM and I have to call my
computer manufacturer!
