is internet file access without running iis possible

can a win2k adv server (or nt4.0) (with public ip addr and domain name)
provide file access over the internet without running IIS?

i want to read and write to an access db on my organization server at my
organization site
from my web site host, earthlink, running asp on their machines at their
physical locations

if this is not possible with access then what about sql server running on my
organization server
