1. Try updating (or reinstalling/uninstalling if there are no updates) the
drivers for your network adapter. Get them only from HP's website for your
specific model machine.
2. If that doesn't help, check to see if the same problem occurs using
another browser such as Firefox. If Firefox works well, you know the
problem is with IE.
3. If #2 above is applicable, run IE in no-add-ons mode to see if a
third-party add-on is the culprit.

The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?
The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?
