There is a problem that I have found with the AntiSpyware
program itself.

This happens when a program installation is started.

With the Microsoft AntiSpyware program running, the
Setup.exe portion of Install Shield stops at about 50 % it
then creeps along at 1 to 2 % until it finally completes
the expanding of the files. Once the actual installation
starts, it runs at normal speed. If I disable Microsoft
AntiSpyware, Setup.exe then runs at normal speed. This is
something that needs to address. Everybody uses Install
Shield.

Have not experienced that occurring on any system that MSAS is installed
on. Do you have a Symantec product installed ? NIS, NSW, NAV ?

Yes I do have Norton SystemWorks 2004
Version: 7.00 Build: 81
The problem only is when Microsoft AntiSpyware is running.

Thanks for the info, Tom. Have seen an install issue with NSW on a
Windows ME system, but not on XP. The fix for ME was to temp disable
Norton System Doctor during installations. Perhaps you could try that to
see if it resolves the install issue ?
