Installation is forbidden by system policy

Hi,
I'm (re)installing HP psc 1210 printer/scanner, and after
installing some parts of software (install shows 63%), I'm
getting

"The installation is forbidden by system policy. Contact
your system administrator"

The caption of this message is

msiexec.exe -i aiodrv.msi -l* "c:\Program Files\Hewlett-
Packard\Digital Imaging\hpomsi_log_do1.txt"

And the log file pretty much contains just
this "forbidden" message.

I'm working under Administrator, Win2k pro, sp4.
I tried to change LocalPolicies\SecurityOptions\Unsigned
driver and Unsigned non-driger installation to "Silently
Succeed" - the same thing... After I connect USB cable
with this partial 63% software install, scanner part of
printer does not work from HP software.

HP online support pretty much said it is not their
problem, if it is some "policy" thing.

Anything else I can try? Thanks!

this was the reference to forbidden
Value Name: DisableBrowse
Value Data Types: REG_DWORD
Description: If this value exists and is set to "1", users are forbidden
from browsing to locate installer sources. Also, the "Use feature from:"
combo box for direct input is locked the "Browse..." button is disabled. See
the source resiliency topic in the Windows Installer SDK for more details on
source browsing.

I already looked through this article - the interesting
thing is, I dont have
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Insta
ller at all...
I have only
HKEY_CURRENT_USER\Software\Policies\Microsoft\
and inside it only SystemCertificates folder...

I thought that maybe windows installer (that was supposed
to be a part of Win2k, as far as I know) is corrupted or
something, downloaded it (InstMsiW.exe for win2k/NT) from
microsoft, but it would not try to install - saying that
the service already installed...

And I do have msiexec.exe (in \winnt\system32) - it says V
2.00.2600.1183

Did not have time to work on it, but next time maybe I
should try just to manually add the reg entries...
