I suspect this issue doesn't qualify for free support unless you can claim
that xml4 is needed to support a security-related app.

I'd uninstall XML4, then download and reinstall it again, and then run
Windows/Microsoft Update to bring it current with security patches. Run
WU/MU until nothing more is offered.
