Just an off the wall idea, but I think if they're placed in Power Users group, it will allow installs cleanly. Of course, this also depends on what you're installing.

I like to give permission to my users to install
application on their computer(login as user).
All users are in the user's group, logging directly to
SBS2000. clents are 2k and xp.
