IE Internet Options restricted as admin

The subject line says it all. I first noticed this about
20 minutes ago. After getting a hotmail account i was
experiencing serious problems trying to log in so I used
an alternate (listed) .net passport site, and was promted
to enable cookies (for some reason they were disabled).

I click on TOOLS, INTERNET OPTIONS then i get this prompt:

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

I am the sys-admin.

How did this happen? and more importantly, how can I fix
it?
