Hourglass mouse pointer

Whenever I place the mouse pointer on any part of my Task
Bar it changes to a hourglass figure and is inoperatable.
Otherwise the computer Desktop is normal and I can use the
normal mouse pointer to click open any program shortcut
icon I have on the Desktop. But I cannot use the START
button or click any other icon on the Task Bar. I have
corrected this problem by use of the Restore Discs, but
when I reboot or start my computer the "hourglass problem
on the Task Bar returns?.

What is causing this problem please?

What is the permanent remedy of this problem?
