I think you have a serious problem. With only a Compaq "system
recovery" CD you are unable to do a "repair install" which is probably
what needs to be done in order to salvage your Windows XP.
How much data (approximately in megabytes) do you need to recover from
the hard drive? There are a couple of procedures that will work, one
you might be able to do yourself if there is only a 50 mb or so of
documents that are critical, the other requiring a second computer
running Windows XP and also a CD Burner which could salvage larger
quantities of data.
Another option you might consider would be to purchase the Retail
Upgrade version of Windows XP Professional. Boot the computer from
the CD and install the upgrade. That might repeat might fix the
problem. But the cost of the XP Pro Upgrade is a fairly significant
factor.
p.s. It is unusual to find an OEM version of Windows XP installed
using the FAT32 file system, which yours must be if it you can see the
files by booting with a DOS boot disk. I would normally expect to
find the hard drive using the NTFS file system in this situation.
