HELP:System File is not suitable for running MS-DOS and Microsoft windows applications

Please help me this error keeps appearing as i try to install a 16-bit program and i know to fix this problem you have to replace the CONFIG.NT in the system32 folder but i don't have a CONFIG.NT file in my repair folder for reasons unknown to me please suggest a solution.
