I have been running McAfee with "filtering" active using a dial-up
connection for a long time with no problems. I just went to DSL and when I
set "filter" active in McAfee, I cannot get a connection. No request to
allow access or anything. Just cannot connect. If I set McAfee to allow
all access, the DSL connects with no problem.

It sounds to me that you may have to make a rule for McAfee about the IP
that has been assigned to your account by the ISP.
