After cleaning up from a virus attack the edit copy and edit paste
functions and the cut and paste functions won't work. Also I can't
restore files in my recycle bin.

Have necesscary registry entries been removed or replaced by the
virus?

How did you clean the platform ?

A good anti virus removal tool will repair the Registry and clean/delete the infection.
