I have a 2" blue (Like task bar) on my desktop -how do I remove?

On my desktop - it shows my icons. Then this morning, I have a blue 2"
screen (like a taskbar) on the left side. I can't click on it or drag it.
My son was on the computer and then this appeared. HELP!!!!! It take away
from my picture background. How do I remove this? I have windows XP
