I can't add one of my account of 2004 to either MS Outlook or OE. I am
getting 0x80004005 error.
But I can add my other account of 2001 easily. Is there any new
decision taken afterwards.

Hotmail announced in 2004 that access via Outlook and Outlook Express for new accounts would require a paid service. Accounts opened prior to then were grandfathered in as free accounts with access via OL and OE but they are slowly being phased out.

Product key start with "FM9FY"? Congratulations - you are the proud owner of one of the most widely pirated keys for this software which was ONLY available to Enterpirse volume license holders.

Or, possibly, couldn't it be related to the WGA servers being whacked out as
widely reported over the past couple of days (supposedly it's fixed,
but...). Nothing says OGA servers were included, but, nothing says they
weren't either.

Office XP Professional with Front Page will always show as pirated unless it is a home use installation from an Enterprise Volume license holder. It was NEVER available as a retail product.
