when the Guest account opens and I try to access the web,
the ISP won't access the web. It just spends around
without ever connecting. What do I do to let the 'Guest'
access the web?

The guest account can not initiate a connection to the web - it is a VERY
low privileged account. (If you pay by the minute, you'll be glad that
strangers can't just launch your connection and start racking up charges.)
You have two options: either start your connection from another account that
is authorized to do so, and then use fast user switching to get back to the
guest account, or else create a limited user account for your guests to use.
It will still have limited rights, but not as limited as guest, and they
will be able to connect to the Internet.
