When I run GPRESULT, I get "The following GPO's were not
applied because they were filtered out" what does this
mean? Why does it happen? How do I stop it?

I believe it just means that there are no applied policies for that profile
to the particular setting you are looking at. For example, you have nothing
but user settings set up on a particular GPO and GPResult is showing
Computer settings. It would have not be applied to the computer once you
filter out the user settings.

There are typically two types of filters in 2003 that can cause GPOs to be
filtered out.
1) ACL filtering. this is when you modify the GPO ACL and list only certain
users, computers, or groups that can READ and APPLY GROUP POLICY
2) WMI filter. This is where you can configure code to target only certain
computers, based on the WMI script that you create and link to the GPO.
