There are typically two types of filters in 2003 that can cause GPOs to be
filtered out.
1) ACL filtering. this is when you modify the GPO ACL and list only certain
users, computers, or groups that can READ and APPLY GROUP POLICY
2) WMI filter. This is where you can configure code to target only certain
computers, based on the WMI script that you create and link to the GPO.
