Is there a way to take a Gpo created on one 2k domain
controler and put it on another domain controler. i cant
install gpmc on the 2k server only 2k3 and XP

All policies except local policies replicate in a Windows 2000 domain. It
has been suggested that you can copy the winnt\system32\group policy folder
from one machine to another to move the local policy but that is not a
preferred method.
