Giving a VPN RAS Connection with the Group Policy (ADS) to the user ?

Is it possible to make and give a RAS (VPN) Connection to the users over the
GPO ???
I've searched on the Microsoft Support Page and found nothing about that.

Info:
We have Win2000 ADS (US) / Win2000 Pro Clients (German)
