Folder Rights

I am utilizing Windows 2000 Advanced Server. I have set up
a main folder and shared it. I have a supervisor group
that has administrator rights to delete subfolders within
this main folder. I also have a workgroup that creates
folders and adds pictures to the folders. I want the
workgroup to have the ability to create the folder, rename
it to a specific case number, add files to it, but not
have the ability to delete the folder or its contents.
Only the supervisors should have the delete ability. I
have turned off the 'Full Control' and the 'Modify'
functions of the Security tab for this folder in an
attempt to resolve this matter. Any other suggestions?
