Folder/File Rights

I am not sure where this post should go, but I am
desperate for help. I asked in another forum, but did not
get anything that worked.

I want to set up the permissions on a Windows 2000 server
so that users can create, modify, save files but can't
create or delete folders. The advanced security option
for the folder says "Create Folders / Append Data" and I
uncheck the box. This disables the creation of folders,
but now I can't modify files.

I did get some advise:
"Try giving that group read/list /execute permissions on
the main security page. Then go into the advance
permissions and select add, add the group, select files
only in the apply onto box, and check everything that is
needed to be equivalent to modify which I believe is
everything except full, change permissions, and take
ownership."

This advise did not work. Can someone point me in the
right direction please?
