This is getting all too common and is becoming a worry.
Why have I not yet been graced with this issue?

If you are running Windows XP, Service Pack 2:

Go to a command prompt and type in:

netsh winsock reset

and hit enter

restart the machine.

You will need to reinstall any programs which have added themselves to the
winsock stack.

If you are on an earlier version of XP, use this KB article to accomplish
the same goal:

There's a pretty good chance that you don't have that issue.

If you find something that used to work, and doesn't anymore, and it uses
the network, that's what you'd need to reinstall, either from the pile of
CD's that you have somewhere in a drawer or on top of the bookcase, or by
downloading from the vendors site.

I wouldn't worry about it until you find something that doesn't work.
