How to find out program (file) what is responsible for serving some service on port 3389?

I have tried telnet 10.0.0.3 3389 because of my TS access stoped responding
and I saw following:

220 .
quit (my keyboard response)
221 Goodbye!

I think this is a hacking program I couldn't find.

Ales,

Your question is a little confusing, but if you have access to the
machine itself, you can try running TcpView from Sysinternals.com
(http://www.sysinternals.com), and that will show you which processes
are using which ports on the machine.
