Find All Files Writable By User

Is there a utility or method which can be employed to search all local
drives for files and directories which are writable by a specified user?

I'm not aware of any apps that do that, but if you write code, it would be
pretty easy to whip up something that called CreateFile asking for write
access, closed the handle, and returned success or failure.
