File permissions reverting back to inherited permissions

Windows 2000 Server SP3

Several files are being stripped of their security settings
and are reverting back to "Allow inerhitable permissions
from parent to propagate to this object". Parent folder is
not set to "Reset permissions on all child objects...".

Any ideas?
