File Not Found When Double-clicked

I looked through the groups here and didn't find an answer
to this. Sorry if it's somewhere already...

Sometimes files (on desktop for example) open up their
respective apps when double-clicked and other times they
do not. I can still open the respective application and
choose File->Open to get the document opened I had
previously double-clicked. I've seen this on a lot of
PC's lately.
