file is created on system32 everytime a gpo is applied

Hi,

I've noticed that one of our dc's (dns server, dhcp and
also wins) is creating several files named "%
security=impersonation dynamic false" (with the first
letters changing) everytime a gpo is applied. I've checked
and managed to see that the server was reaplying the
policies every 5 minutes - i've changed this setting on
the registry ( the MaxNoGPOListChangesInterval value i've
changed it to 960 decimal) and it stopped reaplying the
gpo every 5 minutes - also the file stopped being created
every five minutes.

however it is created everytime a policy is reapplied, and
this file has the following content:
"Error 0 to send control flag 0 over to server."

I was wondering if this is normal procedure, and why is
this file created?
