Failed to open input device.

When I run two programs - more specifically Ventrilo and
Counter-Strike; or two Ventrilo windows - it says "failed
to open input device." Essentially I am unable to use the
in-game Counter-Strike voice and Ventrilo voice at the
same time. I am forced to load Ventrilo first to be able
to use its features, and in doing so am unable to speak to
others using the voice feature in Counter-Strike. I know
this is a problem inherent in Windows 2000. I was just
wondering if there was same way to get a work-around or
a "fix" for this.
