Fail in operating my hardware in web application , makes other windows application startup failure.

I wrote a web application to operate my device, but it came failure.
After that I counldn't invoke other windows app which operate the same
device.
Windows alert:
Load DLL Failure.

The code ,which opeate the device, is same in these two app written by C#.

Anybody can tell me why.
Or how can I operate a device in my web application?
