External DVD Rewriters and External Hard Drives

I have an laptop with a 40 Gig Hard drive and a cd rewriter and as the hardware is to expensive to upgrade and very hard to come by I was wondering what do you think are the best quality and most cost effective external DVD Rewriters and external hard drives out there. And also where is best to buy them.
