Winfax Starter Edition allow us to receive faxes in FXO
format.
Such extension is difficult to be managed (I.E. delete one
page, or delete headings, etc.).

How to transform such *.fxo files in any other common
extension, such tiff or jpeg?

The FXO format was abandoned as quickly as WinFax Starter edition. As far as
I know, you can only do one thing with FXO files: open them in QuickView or
Symantec's proprietary viewer. I know of no third party developers who ever
bothered to work with FXO files.
