Event ID 7031

I have a Dell laptop which is experiencing the problem
described in Technet 327148, namely, The RPC Service Stops
with Event ID 7031. The article goes on to descibe how
this problem is fixed in Service Pack 4, which I have now
installed, but which does not cure the problem. Anybody
have any ideas how to cure this one ?
