I am receiving a Windows File Protection error when trying
to install a piece of software at a clients location. The
following error occurs:
File replacement was attempted on the protected system
file c:\winnt\system32\regsvr32.exe
The file was restored to origianl version to maintain
system stability.

This is a corporate network but the system admin claims he
does not have any group policies set and we are logged in
locally as the administrator.

It's not Group Policies. It is WFP (and SFC.EXE) protecting the OS
from the application's attempt to replace a critical OS file. Almost
always a No No. App. vendor should be contacted for explanation. Also
check the SP level of the target system. It could be out of date (SP0
or other)
