Hopefully someone can help me! I have doen everything the MS knowledge base
has told me to do to resolve this issue but nothing has worked.

This all started when I upgraded the Exchange 2000 Server to Exchange 2003
which was a secondary DC. I followed the KB articles and in fact there was
no Policies folder so I had to recreate this folder per the KB Article as
well as configure the security per the KB article. Unfortunatley none of
this has corrected my issue of receiveing the event id every 5 minutes.

Any assistance would be appreciated.

What is the exact event description. There are quite a few flavors of event
id 1000 (and I assume that it is from the Userenv source):
