Hi Lunchbox,

You probably disabled the Cryptography service by "tweaking"
XP using well intended but bad advice from a site or magazine,
or you may be experiencing the results of a corrupted catalog file:

1. Click Start / Control Panel / Administrative Tools / Services
Scroll down to "Cryptographic Services", double click it and
change Startup type to: Automatic and click the "Start" button.

2. If the problem persist, go to c:\windows\system32 and rename
the catroot2 directory to catrootold. Catroot2 might be too full.

3. If the problem still persists use the suggested remedies outlined
in this MS Article: http://support.microsoft.com/?kbid=811263
