Error message when attempting to change Users privlleges such as Admin or User.

While attemping to change a newly created user from the
Admin user profile I get the following message when I use
Computer Management and click on the user and ask from
properties and Member of. The follwoing error shows up.

The following error occurred whil attempting to read the
properties for the user _____

The Server service is not started.

I then look at the services and there is no Server
service. I look on other XP Prof PC's and they have the
server started.

How do I get the Server to start when it does not show up
in the services screen

HELP Please!!!!
