Enabling DHCP

I am setting up a server using Win 2000 Server and
Windows XP as a client. My problem is on the client, I am
unable to join the server. I receive an apipa when I use
obtain an IP address automatically. If I give the client
a static IP address, I can ping the server but still am
unable to join the domain. I noticed that when I run
ipconfig /all on the server, DHCP is not enabled. I have
made the server active in DNS and assigned a scope of
address but am coming up short. Can you please help?
