as a normal user without admin or power user right, on "Add Printer Wizard"
how to

1. enable "local printer attached to this computer" option

AND

2. disable "a network printer, or a printer attached to another computer"

i've tried using policy as well as following registry key, but it doesn't
really give the solution.
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoAddPrinter=1

the aim is to prevent laptop users at the remote office to print through a
print server located at the head office, but using local printer port instead.

thanks!

and do you know how to disable "a network printer, or a printer attached to
another computer" option under "Add Printer Wizard" ?
this is to prevent users from repeating the old habits

Users can't add local printers or Local Ports.

There is not setting to remove the Add Network Printer from the UI.
