You don't state your Outlook version, so the following assumes Outlook
2002/2003 on Windows 2000/XP. It applies to other versions of Outlook and
Windows as well, but the menu items will be different.
You won't lose your existing data. However, what I'd do in your case would
be to first see if I could delete something by holding the Shift key and
clicking or pressing Delete. If that works, then try selecting everything
in the Deleted items folder (CTRL-A), hold Shift, and click Delete. Then
compact the PST by right-clicking its root, choosing Properties, selecting
Advanced, then clicking Compact Now. Delete a message, if you can, and see
if the Deleted Items folder works properly after that.
If that doesn't work, exit Outlook and restart it using the /resetfolders
command line switch (click Start>Run and enter "outlook.exe /resetfolders" -
without the quotes but with the space - in the Open field and click OK. Try
the Deleted Items folder again.
If that doesn't work, use the Inbox Repair Tool (SCANPST) to repair the PST
and repair any errors it finds.
If that doesn't work, then you open Control Panel, run the Mail applet, and
add a new data file with the Data Files button. Make that new data file the
default delivery location by clicking E-mail Accounts>Next and adjusting the
"Deliver new mail to the following location" drop-down. Then start Outlook.
You'll then have a new set of folders for the default folders plus you'll
have your old folders. Expand the old folders. For each
NON-Outlook-created folder, right-click and drag it from the old location to
the root of the new PST. Release the button and choose Copy. Do this for
all the folders you created. For each one Outlook supplied, except for the
Deleted Items folder (since you want to empty it anyway, just ignore it),
open it, select everything in it with CTRL-A, right-click the selection, and
drag it to the corresponding folder in your new folder set. Release the
mouse button and choose Copy. For the Calendar folder, you'll have to make
sure it is in a table view (like By Category) before you'll be able to
select everything with CTRL-A. When you're done with this process,
everything will be in the new folders exactly as they were in the old one.
Finally, right-click the old PST's root and choose Close to remove it from
Outlook.

Archiving works on the Modified date of an item and not the Received date.
Several actions can update the modified date, making it more recent that the
received date and, thus, make the item ineligible for archiving.
