I Microsoft tech created a custom theme for my Outlook 2007. How can I edit
it to re-arrange the images?

Hard to say without any details.
How did you create it in the first place?
What kind of custom theme did you create?
Where did you store it in order to access it in Outlook?

You're stating you work for Microsoft? Or do you mean "A" instead of "I"?
Still, without knowing how you normally select this theme it is hard to say.

Themes contain definitions of formatting styles; not images.
Stationery contain background images.
