edit cookie list for other users

I would like to block bookies from certain sites for all the users
on a machine. Are there ways to do that? How?

Try these steps:

1. Click Start, run, type "inetcpl.cpl" (with out quotation marks) and click
OK.
2. Select Privacy tab and click the Edit button.
3. In the resulting window, type the desired address and click the block
button.

Is this for OTHER USERS on the same machine? It seems to me this
is to block cookies for the current user, not OTHER USERS on the
same machine.
