Edit Button on toolbar disabled...HELP!

Can someone tell me why the Edit button might be turned
off (you can't click on it, it's not highlighted). I'm
helping a guy with his website and i want him to be able
to go to a page and push the edit button to open that
page in frontpage. but you can't click on it...anybody
help me? I checked in the internet options>programs and
Frontpage was set as the default editor, so that is not
the problem....Anybody??
