edit button is not available on IE 6 w/FP 2002

I have an unristricted user who does not have domain
rights. Her edit button and edit option are unavailable in
IE 6. She has Frontpage 2002 installed on W2K w/OFC Pro
XP. FP is selected as her htm, html, etc.. editor. IE 6 is
associated to open/view htm, html file types. Any ideas on
how to enable these features?

These options are available to any user with domain admin
rights when they log on to her PC.
