Echo to sounds on Computer

Does anyone know how to fix programs from sounding like
they are in an echo room? Some programs work fine but IE
and others seem like the sounds came from an enclosed
room. To me it seems like "surround" sound is attempting
to be used, but I'm not sure. I went into the control
panel and such but found nothing that seems to affect
this. Oddly it wasnt happening weeks ago and am not sure
if the kids managed to do something without me know.
Any help would be appreciated.
