echo flash why?

's Computer Specifications

I have a flash on my screen when I start up.
Is this something to do with "echo off"?
How do I determine which program is causing it, and
what to do about it.

Run msconfig.exe, then disable the various tasks under
the Startup tab until you find the culprit.
