I added a Belkin USB2 card to a Dell Optiplex machine running Windows 2000
SP4 (which has native driver support for USB2 and the NEC chipset used on
that card).

Device manager shows everything working, including an enhanced USB controller
and USB2 hub. Attached peripherals seem to work fine. I've hooked a CD-ROM
to the same port using a USB-ATAPI drive enclosure, and gotten 48X transfer
rates using Nero DriveSpeed..

But Easy CD Creator 5 Basic (latest v5.3 update code) refuses to write to my
portable Plextor burner at more than 4X (it goes to 8X).

Funny thing is, when you first start the software it lists both 4X and 8X
recording speeds under the Drive Properties display. But as soon as you
assemble a CD project, the 8X choice disappears. System tests of transfer
rates on other devices on the system give more than adequate speed as
sources for burning. Using the Plextor as a reader, it gets near 24X read
speed in those same tests.

Any ideas? Roxio's knowledgebase, surprisingly, gives only 2 hits for
"USB" and they're both ancient issues with V4 and TakeTwo.

Usually if a speed choice disappears just before burning it's because your
drive's firmware isn't calibrated for the specific media you are trying to use.
In other words, upgrade your drive's firmware to the latest version and
try a quality brand of cd that's recommended for your drive, something
like Verbatim DataLife Plus 48X may give you better speed than those
el-cheapo no-names CD's.

The drive's firmware is the latest available. The media is 48X certified T-Y.

Sometimes the box label says 48X but the ATIP says 32X ...

A 48X Princo wont have the same write strategy as a 48X CMC Magnetics or a
Mistubishi one because the ink may be slightly different chemical,
so the manufacturer of the drive must test each brand in your drive's model
and calibrate the laser in order to reduce the number of errors. With some media
and burner combination they can only get a good burn at a lower speed.
Companies like Plextor play it safe to ensure top quality burns, sometimes
this means the burn process will be slower. Buying quality brand-name disks
will reduce the number of errors on the disk and increase the chance that
the media has been calibrated in your drive's firmware.
