can a windows 2000 DNS server provoid dynamicDns serivce like
no-ip.org,dyndns.org....
does dns update client for windows2000 dns server, can it do port redirect?

Yes it can, you would just have to create a client for your customers.

Port re-direct? No, that's a function of IIS.
There are 3rd party software out there that will do that, such as:
