I just set up an external Maxtor 200 MB Hard disk.
Whenever I turn on the drive, I must go to Computer Management; Disk
Management, right click on the Disk, and choose "Reactivate Disk." The
disk is always in the offline mode until I do this.

Why is the disk coming up offline automatically instead of online? How
can I set this disk to come up in Windows Explorer every time I turn
it on?

Dynamic disks are not supported on USB drives.
