Recently i received error message saying dwwin.dll initialization failed to initialize because the window is shutting down.Sometimes it even shows ciceroUIframe.exe

Also i had problems updating as the shutdown button always have a shield and it had been there for around 5 days.I even tried updating manually MS Update site but i couldn't install
Microsoft .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update (KB951847) x86
and
Security Update for Microsoft XML Core Services 4.0 Service Pack 2 (KB954430).
I failed to install the .NET Framework but for the Core Services, it appeared that i had successfully updated but it shows up again and again.

Best regards

You need to click on the shielded Off button in order to install Microsoft's updates.

Hope it helps.
